For some time now it has bothered me about the state of local democracy.

Up and down the country I hear of councils who take major decisions based on a consultation exercise that involved a few hundred people. Often the consultations are faceless and silent and often, when people start to see the building go up or a local service change, they claim they did not hear about the consultation and if they had they would have objected.
