This was a Private Members Bill that never became law, so it is misleading to include it in your article. There is legislation governing this matter but it is contained in statutory guidance issued as part of the Traffic Management Act 2004. Paragraph 110 of this states: "Performance and rewards/penalties should never be based on the number of PCNs, immobilisations or removals."
